(c) Definition.— As used in this section the term “war crime” means any conduct— (1) defined as a grave breach in any of the international conventions signed at Geneva 12 August 1949, or any protocol to such convention to which the United States is a party.

GENEVA CONVENTION (IV) 12 Aug. 1949
The Geneva Convention (IV) relative to the Protection of Civilians in Time of War, Chapter 7, Article 50 obligates the coalition (as a fmr. occupying power) to ensure 'registration (...) maintenance and education (...) of children who are orphaned or separated from their parents as a result of the war'. Articles 55, 56, and 59 is on the rest of the victims' right to basic necessities.
